This might be caused by antivirus software or enabled Windows Firewall. Try to disable the software/configuration.
Tip: If you try to capture the received data with packet capturing software (such as Wireshark), and this software shows that the image is not displayed even though the packets are arriving at the PC, it is likely that antivirus software or Windows Firewall is causing the problem.[NW Camera ( feature )] (2011/7/3)
